HKMEC Advanced Operations Permission (AOP) Application

Hong Kong Model Engineering Club Limited (HKMEC), registered in Hong Kong in 1969, is the most popular Radio Controlled (R/C) Model Flying Club in Hong Kong. With more than 300 members, it possess and operates the International Model Aviation Centre (IMAC) at Tai Shiu Hai, Yuen Long which is the only legal R/C flying site in Hong Kong.

Despite the very different nature of R/C model flying compared to drones operations, it is still regulated under the new SUA order Cap448G in Hong Kong. Before the implementation of the SUA order in June 2022, our team represented HKMEC negotiating with HKCAD in obtaining its first AOP for the R/C flying activities at IMAC. Due to the specific nature of R/C flying (higher flying speed, larger airframe size and the lack of suitable flight-log and geo-awareness system for R/C model etc.) a very lengthy discussion was carried out and the AOP was finally granted to HKMEC under several exemptions.

Beside the AOP application, we are also responsible for their production of Operations Manual (OM), safety audit as well as the AOP renewal.
