SUA Order amendment


Effective July 18, 2025, amendments to Hong Kong’s Small Unmanned Aircraft (SUA) Order (Cap. 448G) have expanded the regulatory framework to introduce a new “Category C” classification for SUAs weighing over 25 kg and up to 150 kg. This update is a strategic move to support the growth of Hong Kong’s low-altitude economy, enabling trial operations for a broader range of SUAs—including heavier and unconventional aircraft types—while upholding stringent safety standards.

Key Aspects of the SUA Order Amendment:

  • Extended Weight Range: The amendments introduce “Category C” SUAs, encompassing aircraft weighing between 25 kg and 150 kg. 
  • Risk-Based Regulatory Framework: SUA operations are regulated based on their weight and operational risk level. 
  • Advanced Operations: Operations involving Category C aircraft (above 25 kg) fall under “Advanced Operations,” requiring specific permission from the Civil Aviation Department (CAD)
  • Facilitating Unconventional Aircraft Trials: The amendments empower the Chief Executive to permit trials of unconventional aircraft under specific conditions. 
  • Other Regulatory Requirements: These operations are also subject to other requirements, such as the registration of SUAs and remote pilots, insurance, and training and assessment of remote pilots.
